Arcep adopts a new decision on cost accounting rules, and holds a public consultation on price supervision for universal postal services from 2019 to 2022

Following the public consultation it held from 26 June to 26 July 2017 on accounting rules for fixed postal distribution costs, Arcep is publishing a summary of this public consultation, the contributions it received and Decision No. 2017-1100 that sets out the new accounting rules for fixed postal distribution costs.

Arcep is thus amending Decision No. 2014-0841 of 22 July 2014 on programming multi-annual universal service prices for the period running from 2015 to 2018. Theses changes, tempered by the activation of inflation adjustment and volume escalation clauses, brings the maximum increase for universal postal service tariffs to 5% in 2018.

Lastly, at a time when the State is in the process of drafting the service contract for La Poste for 2018 - 2022 - which determines, among other things, the objectives of the four public service mandates assigned to La Poste, which include universal postal services - to provide the Government and La Poste with the clarity they need on the economic terms and conditions governing universal postal services for the period in question, Arcep began its work on price supervision for universal postal services for 2019 to 2022 earlier than usual. It is holding a public consultation, which will run until 18 October 2017, on the findings of its analyses and the new planned price supervision mechanism, with a view to adopting it before the end of the year.
