National market (Metropolitan France, overseas departements, Mayotte and St Pierre et Miquelon)

(1) A customer is any holder of a SIM card or prepaid card having made at least one call, before the contractual date after which he/she may not receive calls, who is registered in the operator’s Home Location Register (HLR).
(2) The penetration rate is obtained by dividing the total number of wireless customers or total number of “active” wireless customers by the French population, which is 60,323,400 (60 185 800 according to the July 1999 INSEE census, 131 300 for Mayotte according to the 1997 INSEE census and 6 300 for Saint Pierre et Miquelon).
(3) Net growth figures refer to either: the total number of customers, or the total number of postpaid customers or the total number of active customers.
(4) The total number of active customers refers to the total number of customers having subscribed to a flat-rate package (postpaid customers) and active prepaid customers. Active prepaid customers are those having made or received a call within the past three months. Only telephone calls are considered, whether free or paying. SMS are not included in the calculation.
(6) Quarterly SMS traffic ("Short Message Service") refers to all SMS sent (outgoing SMS) for the quarter by any wireless customer (cf. (1)). Data of St-Pierre et Miquelon are not included.

Revenues and Traffic in Metropolitan France

(8) Recurring sales in thousands of euros are defined as operators’ total revenues generated by outgoing and incoming traffic and roaming out (traffic generated by calls made by the operator’s customers on a foreign network), all voice and data services as well as valued-added services for the quarter and the geographic area under consideration. The revenues used are those invoiced by the operators (customer invoices and revenues related to incoming traffic). Therefore, outstanding bills and repayments to service providers generated by third-party billing are not deducted from recurring sales. Any promotions and discounts granted to customers are deducted from recurring sales. Network revenues do not include the following: connection fees, sales of terminals and roaming in (revenues generated by foreign customers using the French operator’s network).
(9) Average monthly revenue per active customer equals the recurring sales of the quarter (cf. (8)) divided by 3, divided by the average number of active customers ((number of active customers at the end of the previous quarter + number of active customers at the end of the quarter under consideration)/2).



(10) Recurring traffic (in circuit mode) generated during the quarter for the geographic area under consideration by operators’ customers on the networks includes outgoing calls (to fixed telephones, third-party mobiles on the same network and voice mail calls), incoming calls from fixed telephone networks as well as roaming out (traffic generated by calls of the French operators’ customer on foreign networks). Recurring traffic (in circuit mode) does not including incoming mobile calls nor roaming in (traffic generated by foreign customers using the networks of French operators).

(3) Net growth figures refer to either: the total number of customers, or the total number of postpaid customers or the total number of active customers.
(13) The active numbers of multimedia users is defined as the number of customers (postpaid subscribers or pre-paid cards users) who have used a multimedia service such as Wap, I-Mode, MMS or e-mail (SMS are not included) at least once in the past month, regardless of the support technology (CSD, GPRS, etc.). For e-mail and MMS, only customers having sent an e-mail or MMS during the past month are considered active users.
(14) The number of ported mobile telephone numbers is the number of effective portings (numbers activated by the recipient operator) done during the quarter

Market analysis

National market :

By december 31 2004, there were 44.5 million mobile customers in France of witch 27.4 million subscribed to a flate-rate offer (postpaid customers). The number of mobile customers increased by 2.9 million over one year, between december 31 2003 and december 31 2004 (for net annual growth of 6.9 %). The total number of customers increased by 1 681 600 between september 30 2004 and december 31 2004 (for a net growth of 3.9 % over the previous quarter).

Orange France, SFR et Bouygues Télécom's market share was 47.7 %, 35.5 % and 16.8 % respectively. The penetration rate reached 73.9 % by december 31 2004. Total active customers represented 98.4 of total customers and the active penetration rate was 72.6 % by december 31 2004.

NB: The data cover the activity of new actors who are commercializing their services under their own brand without running a network (Debitel, in partnership with SFR and Breizh Telecom, in partnership with Orange since July 2004).

Metropolitan France :

The total penetration rate by december 31 2004 was 73.7 %. At the same date, total active customers in France represented 98.5 % of all customers. The "active" penetration rate in Metropolitan France was 72.6 % (compared with 70.0 % by september 30 2004).
Net growth of active customers was 3.7 % between september 30 2004 and december 31 2004 and represents 1 513 514 new active customers.
Total outgoing traffic for the fourth quarter 2004 was 2.952 billion, representing an average of 23.6 SMS sent per active customers for the period.

Total recurring sales for the three operators in Metropolitan France for the third quarter 2004 is €4.366 billion, giving average recurring revenue per active customer of €35.8 per month. Recurring sales from flat-rate package customers is €3.594 billion, representing average recurring revenue per flat-rate package customer of €47.3 Recurring voice traffic for the third quarter 2004 is 20 881 billion minutes, of which 18 644 billion minutes for flat-rate customers.

There were 10.3 million active mobile multimedia users by december 31 2004 representing 24.3% of active customers. There were 59 900 mobile numbers ported during the fourth quarter.

Overseas departements, Mayotte and Saint Pierre et Miquelon :

There were 1.4 million wireless customers in the overseas departements, Mayotte and Saint Pierre et Miquelon, with net quarterly growth of 5.2 %, representing 69 600 new customers. The share of customers subscribing to a flat-rate offer was 50 % by december 31 2004.

The penetration rate for the overseas departements (DOM), Mayotte and Saint Pierre et Miquelon was 78.2% by december 31 2004. Total active customers represented 95.2 % of total customers. Counting only active customers, the "active" penetration rate in the overseas departements, Mayotte and Saint Pierre et Miquelon was 74.5 %.

Total outgoing traffic for the fourth quarter 2004 (not including St-Pierre et Miquelon) was 64 million, representing an average of 16.3 SMS sent per active customer for the period.
