Arcep issues a call for partnerships

Building an alliance with the multitude

As part of its strategic review, and to flesh out the traditional tools available to the regulator, today Arcep is issuing a call for partnerships to entities that are likely to provide services in the following areas:

- Crowdsourced production of coverage and quality of service measurements. The implementation of the European regulation on the Open internet allows Arcep to approve a measuring tool that allows users to test whether the performance of their connection complies with the advertised terms of their plan.

- User reporting of market malfunctions;

- Dissemination of information to users, e.g. in the form of coverage and quality comparison tools.

The firms Sia Partners and IFOP were mandated to evaluate Arcep's current digital network QoS and coverage scoreboard system. The new directions that Arcep is taking are based in part on the final report on this research, which has been made public today.

All entities wishing to work with Arcep on this new approach devoted to building an alliance with the multitude are invited to come forward and submit their ideas by 30 September.

Data-driven regulation: a new form of intervention for the regulator

Arcep hopes to give shape to its new data-driven approach to regulation through this partnership-centric plan of action. This new form of intervention is intended to serve as a complement to the classic instruments available to the regulator, as part of a State-platform approach. Arcep provided an outline of this approach and gave examples of possible applications during an after work event on 30 June 2016, to coincide with the release of its annual report for 2015 and a progress report on its strategic review roadmap.
