Arcep applies its data-driven regulation approach to measuring the quality of fixed internet access and calling services

Arcep focuses its energy and resources on crowdsourcing
Today Arcep is publishing Decision No. 2017-0126 of 31 January 2017, which
has been approved by the Minister responsible for Electronic communications
and postal affairs
In particular, the decision provides for an end to the system used to measure
the quality of fixed internet access and calling services within a controlled
environment. The aim in doing so is to concentrate Arcep's resources on crowdsourcing
solutions that are better able to reflect users' actual experience. This decision
is part of Arcep's data-driven approach to regulation.
A map of existing measurement solutions, to open the way for future partnerships
For the record, Arcep favours the creation of partnerships with stakeholders
who already measure coverage and quality of service, or who centralise reporting
from users. The Authority is currently in the process of mapping out the crowdsourced
testing and QoS measurement tools that were relayed during a call for partnership
proposals held in 2016, in terms of both methodology and quantified findings.
This inventory will make it possible to obtain a more detailed understanding
of existing tools, and so prepare to make an informed choice on partnerships.
Additionally, Arcep will be launching an online reporting space in September
2017 that will be open to all users. In time, it will assess the possibility
of cross-referencing quality of service issues reported by users with the results
obtained by Arcep scoreboards.
Arcep will provide a complete summary of its work in its report on the state
of the internet
In late May 2017, Arcep will publish its first annual report on the state of
the internet in France.
In addition to covering Arcep's work on the quality of fixed internet access
services, the report will explore a wide range of topics, including: net neutrality,
data interconnection, the transition to IPv6 and open devices.
